it is not the level, it is the stats. Even if you have 100 level, but if your stats are almost the same as level 1, then there is no problem with it. The logic is always the same. A unit with 1000 hp, 30 str, dex, def, etc would be able to handle 10 units with 100 hp, 10 str, dex, def, etc single handedly. That's because of the value of ATT and DEF. Even if you have 100 units, if none of them have ATT that can penetrate the enemy DEF, then it useless. You can be destroyed by only 1 enemy

Honestly, the problem is not the Heroes or the units, but more about the experience and level themselves. character level in RPG can't work perfectly in strategy game. Why? Because RPG game is different to Strategy game. I think the idea of a wizard tower in Age Of Wonders 2 is a nice addition to FE. Well, we have already have 2 paths. The path of warrior and the path of magic user. what about this; an event that create a lair inside your territory with a nasty number of monsters that will storm your weak defended cities? Imagine if you put all of your effort to the front-lines against the enemy cities, then suddenly you got backstabbing by the monsters from behind.

Champion is indeed a problematic case in Elemental Game. First, if they are too strong, they can become a one man army, then if they are weak, then they are pointless. Just want to say that not everybody love challenge. Some people hope for extreme AI, while the others just want to enjoy the game. If the AI is too difficult to the second type of people, they will consider the game as a bad game. You just need to make a standard but fun AI for Beginner, Easy and Normal AI, and give everything out to the level beyond that. Players shouldn't blame the developer for easy AI if they play in easy or normal AI; because they should go to the hardest one.
