Pretty much my only quibble with the game is a lack of some form of auto-build or auto-manage city improvements, so that cities will automatically add in a new improvement if the queue is empty, including outposts or resources within range. I noticed this as well. Seems to be a bug. While you can keep rebuilding the upgrades for the outpost endlessly, and while they never appear to get built, they actually ARE being built. Check the city's stat screen. Endless consulates definitely do stack. With a large city and a lot of industry you can build a consulate every turn. So thats a stacking +1 growth per turn. If a hero is adventurer, they're good at roaming around, doing quests and killing monsters. That is their job, so that is what they get good at, and get experience from. I've also been having a lot of fun with the game. Its basically Heroes of Might and Magic meets Civilization. Its got a few rough edges still, but overall, great game. A check box that can be toggled on or off would the be best way to manage it. Remember that when a city builds all improvements, there will be nothing else for it to do so it will become idle, and then you get the bonus of having an idle city, assuming it has a bonus while idle. If you want the city idle before all improvements are built, then just turn off auto management for that particular city and handle improvements yourself, which is how it is currently done in game. I personally prioritize materials over everything else. You can turn 1 unit of materials into X units of production depending on tech, but at the base of it, it all boils down to materials. The more materials you have to work with the more stuff you can make. I picked up Elemental:FE just the other week, and I'm already greatly enjoying the game. Started off playing on very easy mode due to being traumatized by the AI in GalCiv, but the FE is less like playing the defense minister of Poland, which is definitely a plus.
