Ok, after testing, the bug is reproducible. The bug seems to be that custom sovereigns created under 1.07 are broken, and will have their magic miss consistently. I tried different sovereigns all created under 1.07, all had the same behavior. I created a new sovereign under 1.08, and everything worked. So the bug seems to be the patch creating issues moving over from the older code to the new in regards to sovereigns. So the fix is to create a new sovereign under 1.08 an

I am running stock, unmodded and I am getting the exact same thing. First game was a reload of a 1.07 save, missed every time. I had one unit with 4 spell casters 15+ mana, INT no lower than 16, every single spell was a miss in four rounds of combat. I started a new game, researched up to flame dart/lightning bolt. Exact same behavior with 14 INT on lvl 1 monsters. I am using a custom sovereign, as are some of the posters above.
After the patch, I am having a problem with spells. They miss 100%. This was initially with a 1.07 save game, so I went back and started a brand new game. Same thing, spells will not land. Level 1 spell (flame dart) with a 14 INT, zero hits. Tried this with several different games, 1.07 saves and brand new games. Melee is working, offensive spells dont.
