Really, I think both sides have reasonable arguments. Personally, I would like to have social production be free when nothing is being built, and I think the upgrade-improvement dialog box would solve it well. That said, it should be made an option like so many other things so that either you deal with the difficulty of wildly swinging income or with the annoyance of wasted cash, and the AI has to do the same.
