Pax imperia was made in 1993 (same year as masters of orion). It was TBS, it had an extremely cool ship-designer (specially for that time) AND it had multiplayer support for hotseat and lan up to 16players!! I'm sure other multi TBS's excist. I don't see it mentioned.... but how many with this problem have tried doing a windows clean boot and then try playing the game?? Anti-virus software I would recommend be disabled as well... heck you shouldn't be on the internet while in the process of playing a single player game anyways thus no harm here.
Or how about this for an alternative to a MP option: Adaptive/Learning AI. Instead of sacrificing things to play against another player, why not the ability that the strategies used by the people playing the game will be recorded and have the AI pick and use these strategies in gameplay as well. Try this. If an AI surrenders, load back a previous save. Continue doing so and eventually (if you are on good terms) the AI will surrender to you. Its just a question of chance. That is so weak.... if you're cheating during a game then you've already lost.

In DOMINIONS_2 (TBS game) you are allowed to choose the exact location and setup of your forces.... and then when battles occur you watch the results. Does GAL_CIV2 game allow you to position the arrangements of your ships if battles do occur ?? OR Do you just select a stack of ships to travel together and stuck with whatever random setup occurs??
Luckz... that's exactly why I'm waiting for multiplayer before purchasing the game. Any singleplayer game has its replay value multiplied at least by 4_times when the multiplayer option is added.... the rare exception is for those individuals which do only singleplayer.
