Best Shell Replacement for win 2k??? in WinCustomize Talk WinCustomize Forums

I'm wanting to create a particular GUI, but haven't a clue as to which shell replacement/program I shouls use to acheeve this. Which is better than the others? I need to do this with minimal programing, (reg hacking/sys files ect are ok) I need to be able to add transparency to objects, scrolling, skinable "things", not too much of a resource hog, and be able to integrate a program into the desktop. (i.e-say to have a calculator built into the taskbar, or slide out from it etc...) any advise
