build time is always "never" in Bug Reports GalCiv2 Forums

After installing v1.4, in the colony management screen when I choose an upgrade the build time is always listed as "never" regardless of my resource allocations or economic settings. If I activate the upgrade, the correct build time is only then displayed. -Skygazer
