It seems random, but every so often when my Sov is exiting a city, SHIT+S shows he is standing where he exited, but his icon graphic is standing in the middle of the city. According to 1Z change log, this quest was fixed. It seems that altering that file outside of the game before running the game for the first time doesn't work. I had to disable the screen, play the game, alter settings in game, and then re-enable my second monitor to get it to work.

It is the dual monitor setup causing the crash. Disable your second display and the game will start. https://forums.elementalgame.com/379777

My sov was pushed out of enemy territory when I tried to enter it and declared war in diplomacy screen.
