In the main window of the WB set up screen (It says WindowBlinds Configuration at the top left and SKINS in the top right area), there's a listing of all the skins you have installed with the program and downloaded from the web (they're on the bottom area with a small portion of them showing; in alphabetical order). The only "blind" I see on the main page of WB.net is the Christmastime Blind which has a button under it that can be downloaded from right there. If you're referring to some of the screen shots on the other pages of WB.net, it's most likely the Arrow Blind and it comes with WindowBlinds5. Right click your taskbar and go to Properties. In the first tab of the properties window, uncheck the box marked "keep taskbar on top of other windows" option. Then click apply. Then exit. If you're using WindowsFX in conjunction with WindowBlinds 5, that may account for the high usuage as these two aren't compatible with each other for many peeps right now. There is to be an upcoming release of WindowsFX that will play nice with WB5. If you're using both, either turn off the FX or the WB and see if that makes a difference in the useage. OS Compatibility: Windows XP and Windows Vista (when available). Windows 2000, ME, 98 users can use WindowBlinds Classic (v4.6). If you're trying to run WindowBlinds 5 then it's not going to work as 5 is only compatible with XP and the upcoming Vista (as per the Compatibility Statement above copied directly from the WB5 information page).
