I was able to restore my last autosave, which was a couple of turns before getting "Lost Citizen" and the problem did not occur again.

I've encountered the same problem. I am getting a Lost Citizen, which when selected takes me to my Governors list. As far as I can tell. all my planetary governor positions are filled. I cannot proceed to the next turn.

I am using version 2.1 Even when unselecting "Prestige" as a winning option on the game settings, there is still a Prestige win. This is super annoying, since I would prefer an alternative winning scenario. Even when I select "Continue to Play", and continue playing, every time I load a saved game after that I am again presented with a Prestige win, even though I had intentionally unselected it as a winning option. I was able to play Dark Avatar one time for a couple of hours, and then I tried adjusting the options to be a larger screen size and to be in windowed mode before saving and ending the game. The next time I loaded the game I could not select any of the initial menu options (i.e. new game, load game, metaverse, etc.), which had been selectable before.
