I have the same issue, but I found in my case that the scrolling fluctuated when I clicked on different unit tabs (actions, items, etc.). If I left the item tag selected, the map drifted, but if I selected one of the others it stopped. Then, if I selected items, it would start drifting again.

I found after playing around with this build a while, I had significant eye strain. Part of that, I think, is due to insufficient contrast between elements on the screen -- bits of gray on swaths of beige. So, 1) If you expect people to spend a lot of time with cloth maps in the later stages of game, you might want to address this problem for the default view. 2) An easy way for users to customize the look and feel of the map would be a welcome feature to people
You probably didn't get the C++ runtime thingie installed properly. The process for that should have fired up immediately after the main game installation. The only solution I know of is to try reinstalling (which, unfortunately, means downloading again), and then make sure the C++ runtime gets through its installation without incident.
