tremor glitch?

This is the current game I have been playing. OOM crashes are better but movement intermittently lags. It is brutal when it happens on the tactical screen. Anyway, I just brought up the save and all my cities lettering and the borders went dark and the screen started shaking like a tremor spell has been cast. 2nd time that I have seen this. It usually disappears when I go back.
