[1.19m][Bug Map jitters again

Hit next turn and got messages that cities had leveled up. When the first of those came up the map started jittering in the background. Continued into my turn after I answered all the questions. Quicksaved & exited.

This happened once several versions ago. Was fine when I loaded the save.
