I thought there was supposed to be a building limit in cities
I don't think I've ever hit this limit even when building all my Kingdom's buildings in a Fallen city (which already had all the Fallen buildings). Is there a limit?

Yes, but unless you build everything in one city (including the buildings you can only get one of), and do not destroy excess housing after reaching level 5, then you are unlikely to reach it.
Yeah, it's virtually impossible to reach it. I've only reached it once, and even then I solved it by demolishing an old workshop.
More specifically, it's 50 squares (each tile is 4 squares). Most buildings take up only 1 and resources do not use up any. So... yeah, it takes most every building in the game to get close.
Depends on location too. IE: I founded a critically important city (6 resources) in a mountain pass blocking all entry to my nation for 3 other nations. Couldn't get it past level 4 - completely out of tiles.

Maybe it's not the mountains.
If a resource is in a city (unlike a resource that is in the area of influence but not touching the city) , it takes building space.
So 6 resources, each of them taking 4-6 squares, this can be the reason why you're out of building space.
As it seems the building limit very seldom means anything it should be stripped out of the game. If a system doesn't lead to hard decisions for the gamer fairly often it just needlessly adds information noise for the player and code complexity for the developer. Just remove it entirely, please, Stardock.
The building limitation is going to use a completely different system for 1.1 so *shrug*.
This behavior was changed in a patch. Resources no longer take up space at all.
