[1.07] UI BUG: Loss of mousewheel function on left side unit bar

On the main screen, left side, there is a bar with all units and cities.
The mousewheel scrolls it up / down.

These unit/city icons also have little HP and mana bars.

If the pointer is exactly on one of these HP/Mana bars, the mouse wheel does not work.
