[1.07] UI bug: Loss of popup windows when closing build menu

To reproduce:

Click on a city and hit "B".

Once completely in the build menu (all zoming completed) :
Hit ESC and immediately move the mouse wheel.

Now popup windows no longer well... pop.

Workaround: open and close the build menu without moving the mouse wheel.
