What is minimum distance for rescources to be 'linked' to a city?

and what if anythign affects this? I found an old bug thread on issues like what I'm seeing.. Resources within ZoC, but not identified with any city, and nothing seems to modify this by building closer to the tile or growing the city. It would appear static to the center point of where the city is founded. Where can I find other info or is this a bug resurrected or what?

Have you tried building a town city or other influence increasing building near the resource?

AFAIK resources need to be within five tiles to link to a city and gain benefit from any % improvements, or to allow training of special units for the diplomacy tech resources.

So it is a static single tile, that does not expand, 5 tiles from the single tile that is the city foundation?

So what's a tile? The cloth map makes it look like a Shrill Hive I developed is just one 'tile' away from my capital, if tiles are marked by the heavier lines and the dashed lines as opposed to the lines that appear when Show Grid is enabled.

Corollary question: Why would the game let me spend 200 gildars on a site that ends up being "Not linked." Shouldn't I be unable to invest until a link is possible?

I agree that there needs to be some distinction on resources that can not be utilized by a city, either visual detail or unable to build unless a link is possible.
