Banned because Viruses are parasites. The easiest way to kill them is to eliminate the system that it lives in. (Any1 remember the Ebola breakout in DC a while back? Military killed off all the victems who contracted Ebola to protect the population. Don't worry, tho. All the victems were monkeys.)
