I downloaded the install file and opened up the folder to install the game and I got a busy icon when hovering over the folder where I downloaded the install file yet nothing happened. When moving my mouse cursor anywhere else I did not get a busy icon. I kept trying to click the install EXE several times and I went to task manager to see if the install program was running and nothing showed up except the folder being open. I rebooted to see if that would make a difference and it did not. I then closed the folder that held the install download through the task manager and went about my other business. A minute later or less I noticed the install icon on my Icon tray at the bottom of my screen. I clicked on it and the install process actually began.

So in short not sure what was happening but the install process was getting hung up on something and was freed after I closed the folder that held the install.exe in it. It seems to be installing normally at this time.
