Make sure to uncheck the "Use Fullscreen" option in the Video section of the options menu, also update your video drivers to lastest versions (if not already the case)
When updating the current settings are often reset - I now always check through the options to make sure they are restored correctly
Unfortunately this issue has been present in all versions of this game whenever it is run in Fullscreen mode
