Yes, it can overlap the square areas and cut off further development. I was also able to build one into a forest area as an overlap. So two areas opened up showing as developable but I could not place huts or anything as those areas were in a forested area.
I alt-tabbed before getting a picture of it and alt-tabbing caused the forest and the buildings to disappear from the map.
