I haven't tried changing everything, but I've been able to change video resolution and turn on windowed mode.
I am able to alter audio and video settings, although video settings often require a restart to take effect. Many gameplay settings are going to be disabled or not implimented yet.
Is there a specific setting you were wondering about?

Your system dxdiag would probably be more useful, so they can see what kind of systems are getting your issue.
