I haven't tried changing everything, but I've been able to change video resolution and turn on windowed mode.
I am able to alter audio and video settings, although video settings often require a restart to take effect. Many gameplay settings are going to be disabled or not implimented yet.
Is there a specific setting you were wondering about?

Every single setting under the options menu is un-clickable for me, resolution, windowed, AA, sound volumes, etc. So... specifically I'm asking about all of them.

Your system dxdiag would probably be more useful, so they can see what kind of systems are getting your issue.
