Sounds like an escort should be pretty much mandatory, it is for the AI in Civ5 if for no other reason than the fact that the human player is likely to prey on new AI settlements.

HenriHakl has the right of it I believe. If you want people to be able to mod in a few extra spells without having to also modify EVERY existing spell in the game to update counter spells etc then you need it to be done through applying multiple generic tags to each spell. I've been playing Master of Magic recently (last played back in the 90s). Got to say, great game still, truely amazing. If that game was released today with a modern engine but the same concepts, content, etc and perhaps a bit better AI then I think it would easily sell at least 10% of the number of copies Civ 5 sold, potentially 20-30% despite being less main stream. Ditto. And while it is true I had high hopes for WoM at about this stage and was then bitterly disappointed, I also had considerable concerns about WoM at about this stage. With FE the approach being taken allays many of these concerns so I am cautiously optimistic.
