P.S. You really shouldn't have to offload people from worlds. The only exception is if you take over an alien planet and you get one of those morale zero things... Then you have to offload while you build improvements so that it doesn't revolt to the I-league.

Oh and medium abundants, I usually win with 6-7 in the first grab yes. Medium Rares, 2-3 is enough to win it with. 4 is a Godsend. If you're having moral problems and your taxes aren't above 50%. When the morale of a system drops into the bright red smiley zone, there is a chance it will defect to the I-league even though they are half way across the galaxy.
