That's a good point. What are you trying to achieve? A game where one has to build starbases to gain a foothold in a new sector before plunking down a colony? Interesting, but as you point out, maybe the AI can't handle it. ~SDC~

Well, I like the new better scoring for the higher levels *alot*. Am I hallucinating or did the Yor get a little work done on their AI? They are no longer the chumps of the universe in my games. It might be just that when playing on Crippling + Maso the bonuses help cover up the Yor's failings, however. ~SDC~

Yes, after awhile the + range techs pile up and a negative range ship can gain range beyond zero, but it serves the purpose in the early game. You could always count up how many + range techs there are and then give a range setting that's equal to that (number + 1) * -1 to ensure it'll never get above zero. ~SDC~
