As they are listed as weaknesses, they add points to your point total when selected: +4 (Sovereign) and +3 (Faction). They don't do anything bad, they just add points to your total. <!--CHA

Update: This appears to be a dxpack problem (ChooseOpponentWnd.dxpack).
