Try browsing to C:\Users\[USERNAME]\Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Setting and deleting the rebellion.user.setting file. Does the game start normally after that?

When talking about building placement I immediately think of Frostpunk. With an extremely limited build area and a focus on survival, I found the placement to be very important. Sorry to hear you are having issues with GPU temps. I've ran a XFX R9 290X in my other gaming machine since they came out and they are notorious for running hot. Even with the DD Cooling the GPUs in those cards can cook. With that being said I can suggest a couple of things. 1. If you haven't done it in a while, do a clean install of the AMD drivers.
