I don't know how to find that info in-game and agree it would be useful.
I like the idea of a family heirloom. I also think it could counter the (effective but uninteresting) strategy of buying the Warstaff when creating a Sovereign. It could also mean that the smarter monsters in 1.09o are less of a problem for people who are unprepared.
If you don't have the level 3 problem, you're not playing the game for long enough. If you haven't noticed the difference in the way monsters behave, you're not watching "every AI step". If you don't care about journals, you're ignoring the fact that Stardock are doing exactly what you're asking them to do.
I was left with a very sour taste in my mouth after the distance maintained between the developers of Civ V, and the poor communication in response to the game's many bugs and design issues. Your openness and responsiveness here is refreshing. More than that, it's priceless.
Head over to the Dev Journals forum and read the many threads about ongoing improvements to the AI. In the latest patch the behaviour of monsters was vastly improved, to the point players have to change their strategy, or die. Clearly it's being worked on.

This is still an issue in 1.09o. Is there any reason this hasn't been included in the list of known issues in the change logs?
