Kal ul Kulan has Warlord, which gives him 10% of all "champions" XP. Could be something with that is not working right. (I'll comment After I play a few rounds with a diff sov to let you know if I see the same thing)

I don't mind prereqs from other paths. However this one seems a bit much. War Colleges requires Higher eduction. Sure makes sense. However Higher education is at the END of the civics tech tree, and War colleges is in the middle of the war tech tree. I really don't think a tech mid way through one path should require you to be at the end of another. While you only need 6 war techs to research it.. it requires no less than 11 civics techs. Shouldn't it be on the civ
