After some experimenting. the issue does not appear if the taskbar is always showing. Even with it hiding the issue goes away if I make any changes to the taskbar settings. For now I will just set the task bar not to hide.

I just did a quick experiment. Please try to "autohide" your taskbar. (and reboot) When I stopped my taskbar from auto-hiding the issue went away.

My 2 cents. I use RSS feeds from all the major software vendors as well as the RSS feeds from Software sites like Cnet, FileHippo, FileHorse and the like. I tend to use RSS directly from manufacturers more often as I am really cautious about the BULLSHIT politics that are being dumped onto everything. Make great software.
