A lot of discusion about adding random techs and how. But this is all focusing around game mechanics. I like to take a different aproach. Whats is the world you want to decribe/simulate. We do not live in a fully known world (boaring) and nothing is fully planable. A lot of fun in civ (iv) for example is due to the fact that you discover very late in the game. -- S*** got no oil on my territory! -- and need to act from there on. So life is not fair, ok deal with it.

Oh just had another idear. @Wilson You are right, all above would indeed create a better fantasy feeling and allow more "complex" quests. On more thought on that. How about quests which needs you to research some thing. E.g. look up some stuff in the libary (like in the real world ;) ) This would be a real comitmend for your kingdom. For example: U need to hold a (unique) location to be able to research some tech (+ have some prequisits) U need to have a special hero/item/spell active to research some tech U need to accept some (temporary?) negative influence on the empire (slower growth, less productivity...)
