I was testing fleet designs to determine if I could build an invulnerable fleet. I succeeded quite well. Just 5 Kols and 5 Dunovs can basically whip any AI fleet in the game, no matter how large. On a large map, I was walking around with 4 such fleets devastating everything in my path. The 5 Kols provide the up-front firepower and long-life (due to the shield special ability and the heavier armor, as well as the flak cannons to take out bombers). Keep in mind, in the example I gave, the missles only destroy one of maybe 5 capital ships and critically wound one more. That still leaves 3 completely intact capital ships to fend off, plus whatever else has survived the mines, fighters, and gauss cannons. Based on my fleets, that still leaves a lot of ships to destroy. You would still need to bring in your own fleet to fully save the planet.

Right now, my concerns are more for the computer's sake than for players. The AI is not yet adept at building large fleets or performing adequate defense. Guass cannon weapons platforms are too overpowered in the early game and too underpowered in the late game. They need to scale better. They need to start with a smaller amount of damage in the early game. Then, through research, they should be able to gain more damage and a faster rate of fire. Another thought just occurred to me. If pirates are building bases / ships / etc, then they would need resources like crystals and metal. If you were to go that route, you could also allow people to offer crystals and metal as part of the bounty. Depending on how strapped a pirate clan is for the resources, it could be more valuable to them than just money. This would be true for players trying to collect bounties on other players, as well.

Even if it's not a bug, I'd personally think that the player should at least get a notification that there's a problem. Adding it to the roundup. I completely agree with this. So, why do they move like boats? Why can't my ships spin 180 degrees and fire while moving backwards during a retreat? That is a good point.
