I'm happy you caught on to that. Basically Konev is more or less straight out of the academy. Since the Navy is but a shadow of its former self with the loss of most of its capital ships to Helios and the reforms, there aren't a lot of new officers and those are left are veterans of the war and completely loyal to Muckler. The effect of a starbase is what is within the solid colour circle when you click on the starbase. I beleive what you are reffering to is the effect of influence starbases. The percentage of the influence they raise is taken from the planets in the sector the starbse is in. cheers
