About the scenario: I've noticed that in the scenario, I can snake cities over to forests and rivers to make logging camps and docks become available for construction. This is not something that I can do in the sandbox game. Is the change in snaking mechanics intentional? If so, why is it available in the scenario but not in the sandbox game? In the FE beta, it was requested that the sequential traits with cumulative bonuses would both replace the icon (rather than adding a new icon to the list of traits) and display the total bonus from that set of traits rather than the bonus from the most recent trait. I will usually avoid building Black Markets as an Empire in the early part of the game, since those carry an unrest penalty. The only time I might not build everything in the city that I can is when I place a city in a spot that has limited space (very close to another city, or pinned between a river and a mountain, or things like that). I think that part of the problem is that only two classes of champions (Commanders and Mages) specialize in doing something that trained troops cannot do more easily. Trained troops make better tanks than Defenders, since the troops have (2*level + 6)*figure_count health, and usually have about as much armor, whereas Defenders get (16 + 3*level + trait_bonuses) health. About the quest tile issue - you could have a copy of that quest currently active, as you cannot have multiple copies of the same quest active at the same time. Thus, if the Refugee Camp in your screenshot is going to give you the quest for Panca Archers and you already have that quest active, you cannot trigger the Refugee Camp until after you complete the one you already received.

The only ways I know of to influence troop placement are weapon choice and (possibly) champion class. If you give your champions bows or magic staves, they will deploy towards the back of the party, while if they have swords or similar, they will deploy on or near the front line. Due to the severity of the experience penalty for stacking champions, I rarely ever have more than one champion per army, unless they are both already at a high enough level that they aren't going to be leveling up any time soon anyways. I tend to agree with Alstein - it doesn't make sense that I cannot wear a chain shirt or a piece of plate unless I have some specific training. It would make sense that I suffer from some kind of penalty (most likely initiative, but defense and dodge penalties would also be appropriate) if I don't have some degree of practice or training in using the armor. Plus, there's an unfortunate lack of good armor that doesn't require those traits after leather and anything else

If I recall correctly, you also need to clear all of the other treasure sites in that wildland before it will clear. Thus, if there are any Shattered Statues, Ancient Battlefields, or anything else like that, you need to collect the treasure from those before the wildland will clear, even though they aren't pits or caves and don't have any opponents keeping you from clearing them.

The Potential traits, at least in FE, stack by adding the percentages, rather than multiplicatively or by replacement. So Phaedyme's 60% bonus is correct, unless the stacking was changed in LH.
