I've experienced this too, seems to be about 50% of my autosaves actually. I've started saving manually a lot so that I can get deep into games.
This is one of those things that Beta 1 doesn't cover. Just be patient... Even once you get apartments it can be a pain and you have to dedicate much of your city to housing... but that will get worked out. So hold these thoughts until Beta 3 :) But yeah, getting to a lvl 5 city right now is pretty tough even for a capital city with 3 food resources nearby.

I had major issues with this in my last game, to the point where I couldn't build anything further in my capital, even though I had an orchard available on the tile right next to the city center, and 6 unused building slots... couldn't even build a house after the 3rd-4th reload.
Similar thing happened to me, something wonky with gold in some games.
I'm one of those people that pirates for the hell of it at times to try a game I would never buy otherwise. I am dumbfounded that anyone would say GalCiv 2 was not one of the best strategy games of the past few years... that's... I just don't know what to say... uh... live under a rock much? Just wanted to say that last week, thanks to these forums, I played MoM for the first time. What a magnificent game, so far ahead of its time in '95. I didn't get a PC until '98, so I completely missed it, but it has held up extremely well 15 years later. I stopped playing Mass Effect 2 when I got sucked into MoM and I might not finish ME2 for a while now... On a side note, I'm not such a fan of the planar/underground maps seen in prominence in games like AoW:SM or HoM&M3. MoM doe
I'm a big lover of all things city-building, and this sounds promising. I fully support the hard-cap of forty tiles because, as you say, if you used an algorithm-based system it would only be a matter of days before the playerbase found out the ideal cap for that system and you would have put in extra work and balancing for nought. Focus your efforts on making the choices for the use of those forty tiles difficult and most people will be happy :) I did see
