I think beta tester opinion is generally headed towards the conclusions I came to a few weeks ago, which inspired this latest mod. I am pretty happy with the results so far. The AI modding is really alot of fun and kind of a new area for me. I would love to pit my AI against Fb's in a battle royale sometime.

And if you spam only Conclaves, you get no level 5 cities. Seems rather balanced to me. But in regard to the other things, obviously I agree about Towns and Fortresses being less good. They need, well, they need alot of work.
You might be neglecting Towns then. Each one adds a ton of Food to all your cities.
I might put level 5 at 1000 and level 4 at 700. I like the food numbers, but city levels are a little too easy to get everywhere.

Grain only matters in as much as city levels matter. Since city levels don't currently do enough, Grain doesn't do enough. Since we are apparently sticking with city level as the main benefit of population, it would be untoward to see any new game mechanics that don't follow this design goal. If you want to add multipliers to resources, they must come from city level. It's too late to turn back now.

Point of fact, the research for each level is 1, 2, 4, 8, 16. Of course that is not really the bonus we are looking for from city level. We want better city specialization, not better research.

They added special code to move through mountains. I have been trying for flying units since WoM beta. What I really want is flying cities though. Now that we have that, it's just a matter of time before I figure out how.

The AI doesn't know how to use all the spells yet. I have to think that we will get boats after release. The logic on that is that they want to be able to add boats and at the same time, boat AI.
That seems to be alot of people's problem. I know there was someone on the forums here who fixed it, but I can't remember who. Probably ought to send an e-mail to stardock and get a formal ticket started. They always know how to do that stuff.
The Strangle vs. Brittle thing is also possibly broken by choke points. I generall am able to get very large and find a way to only have two or three entrances into my land. I would like to see the AI learn how to terraform their way to my backdoor and use boats for a surprise invasion.
If you think it is your CPU, check your usage during the game. You might want to get something like Gamebooster 3 to help run the game more efficiently.
I may not have shown it there, but actually the penalty for different allegiance increases over time. By the endgame there is simply no chance for peace across the lines of idealology. I am thinking about some new Realm Wonders that require large amounts of Influence to construct. I have already switched Merchantcross Bazaar to 100 Influence. I will probably have a production wonder, a shard wonder, and maybe a Citadel wonder for defense. Other than that aspect, I think

Pariden takes a 3/3/2 and makes it a 3/3/3. The motherload! Soon gets +3 Growth, +3 Research, +15 Production. Then I go after Sorcery to get +3 Grain later on. So now we have a 6/3/3 for the midgame. That's a level 5 city and much faster too. There is so much win in a 3/3/2.
BTW, I am planning to release those quests as serials. Each quest series will have an overarching plot and play much like an epic story. This is only possible because the devs listened to what WoM modders wanted for quests and added in twice what we asked for. The main thing I want to mod in is storytelling.
