As mentioned, it's fair on Normal and Challenging, above that monsters attack AI less and below that they attack the human less. I'm relatively new to FE though my current game is on hard and essentially won but I'm planning on coasting to the turn limit for the achievement, hehe. I never lost the faction power lead and stayed ahead in techs. Nothing really compares to just having more cities. A few awesome high level cities = weak. You can find far better loot than leather armor. Being able to afford a full set of leather would in no way reduce my desire to loot everything I can find. It would make early game lairing easier though so perhaps that's why they don't want us running around in leather right away.

75% to hit equals 75 hits out of 100 attacks. 40% to hit equals 40 hits out of 100 attacks. That is a 47% reduction in hits/damage. It's not really a fair comparison though since 15 of that dodge came from sources other than the Wraith dodge. 35 Wraith dodge would be equivalent to 15 non-Wraith dodge - 40% hit rate vs 60% hit rate is 33% reduction in damage sustained.
