I'm using 8800GT running drivers 197.45 via Windows 7 auto update. I get no corruption with all settings turned on.

It would be nice to see some kind of particle effects in relation to availability. Off the top of my head, something like green/red sparklies/aura to signify a location's availability to the current unit. No sparklies if it's already been explored. Blue sparklies for quests underway.
If it's the same as fertile land, the square you want to build on now needs to be contiguous with the city.
I've not played Empire yet so i'm unsure if this is the same thing i discovered for Kingdom. To build on fertile land (which i assume is your stumbling block?) you now need the square to be contiguous with the city. No more building on them if they are simply within the area of influence. For me, the farm didn't show up in the build list until i could reach the square.
I use a Wireless Laser Mouse 6000 and also suffer from this scrolling issue. Anno 1404 also suffers from the same problem and i believe Dragon Age does too, although i no longer have that installed to confirm. No other game that i own suffers from this issue (i've just checked; Supreme Commander 1 and 2, Sacred 2, Distant Worlds and they work fine)
The Notion Ink Adam , while not yet available (should be soon though) seems to be generating a lot of positive press. I have no idea on it's suitability for gaming but i'm waiting on it myself and hoping it lives up to the hype. I fixed this by running Elemental.exe as admin under Windows 7.
