United Planets Starbase Tax broken/backwards in Galactic Civilizations II GalCiv2 Forums

I noticed something interesting when I was playing the other day. I had no starbases in another territory, so I voted for a huge starbase tax in the united planets. It passed. Low and behold, I was being charged for my own starbases in my expenses. Starbases that were controlled in my territory (I even clicked the ownership button on the minimap to be sure.) I tried several AP Scenarios/ custom rules by using the "load custom rules" and nothing changed. For example, using Attrition, i get NO starting techs and I can still research. Also, "Dark Earth" doesn't lower ship building costs for me. (ie colony ship still costs the same as soil enhancement.) I'm using 1.20 (I just updated.) Ted [Message Edited]
