Stevendedalus, it's not like you can make them pay for it before it happens. And it's also not like someone can be assaulted etc only once. Ideally, what I would like to see is a bare minimum of costs (or none at all) for basic handgun training and NO costs to acquire a firearm beyond the cost to buy (no "fees" or taxes to buy a firearm).
