The settings tab is the top one on the WindowBlinds menu. You can try right-clicking the WindowBlinds icon on the taskbar.

On the "appearance" tab, click the WindowBlinds button. On the "settings" scroll to the last section (Enhance Desktop elements) and tick "apply any wallpaper supplied"
