Sue for peace during research notification

While fighting the Arcean empire, a few things happened seemingly at once:
1) The Arcean empire revolted (however no planets broke away).
2) The Arceans sued for peace.
3) I finished researching something.
Right after the screen informing me that research had completed, the background changed showing the graphic for research completion (top right 2/3 of screen) with the diplomacy screen over the remainder of the screen.
Eventually I was able to "find" the button to dismiss the research completion screen. This brought me to a hybrid diplomacy/ new research screen. The diplomacy screen had to be dismissed (this was easier) before I could interact with the reseach screen.
The remainder of the turn played out as normal.
