Foriegn policy screen flow changed - causing more work for user.

The change of the policy screen behavior makes for more work for me.
1). Selecting a minor race and negotiating a deal with that race, then pressing "leave" used to reutrn us to the minor race screen. Now it returns to the primary foreign policy screen and resets the display to "relationships". Now I have to click an extra button ("minor races" ) to talk to the other minor races. Most of the time I want to talk to more than one minor race in sequence before exiting the minor races screen.
2). Setting the foreign policy screen on a screen other than "relationships" used to stay on that setting (except for minor races) even after exiting the foreign policy screen. Now it always resets to "relationships" every time the foreign policy screen is requested. I found the previous behavior much more useful. If anything, I am more likely to be interested in the other races statistics than in my relationship with them.
