Production sorts - Only sorting on some of the production?

When I look at the production sort and look at adjacent planets it looks like it is not sorting on the total production, only the amount in the first figure. If one planet has a production of 5-0 and another one has 4-2, the planet with 5-0 will show on the sort higher than the planet with 4-2.
