How do you convert a starbase into one or the other? I've made dozens of constructors and upgraded every single slot on a starbase, but i can never get an option or anything letting me upgrade the starbase.

That's because the modules and art to do so do not exist yet. The tech tree is also incomplete. If you want to see what modules are available take a look at the coremodules.sbmodule file in your GalCiv data directory.
