Policy Screen Advisor appears after saving a game.

Strangely enough this guy likes to come out of the woodwork at odd times. It may be possible that the other advisors do the same, depending on which was accually last used. However, some little thing for the SD crew to look at in their spare time (yah, like Brad ever puts the whip away 
).
Try: with the ship window containing a lot of "n/a"s, either select the "menu" button at the top middle of the screen or hit the ESC key. Then save the game. On return to the main screen the ship info winodw is replaced by an advisor. Note: This was happening on the 1Y build as well.
