Need ability to redistribute populations planet to planet.

Sometimes it is desirable to redistribute population to improve morale on one planet and increase productivity on another. In the OS/2 version it was possible to move populations from planet to planet both intrasystem and intersystem. Will we be able to do this with this version? On OS2 it was done using transports because all loading of troops was from or to a specific planet rather from or to a complete system. With this version unloading a transport to a system results in the troops being evenly distributed to all of the planets, sometimes resulting in a planet with a very unhappy population. Loading a transport from a system instead of a planet precludes reducing the population of a low morale planet without impacting the production of a high morale planet in the same system.
