On what date is the game supposed to start?

Just out of curiosity, why does the game start with "Feb 2178" instead of "Jan 2178"?

January 2178 is when the USS Discovery leaves dock, Feburary is when it has made it outside the Sol star system.

So what happens to the shields for Jan 2178 for the social project? Since there is none selected until I can select one in Feb, it seems like I have lost a very important resource. Since I can select a ship and it shows that the shields for Jan apply to that project it seems that I should get credit for social production I am not allowed to produce in that first month.
