Ship Range and Starbases - There is a connection ?

I was just reading some of the AAR (after action reports) for the June Game of the Month ... BTW -> Alot of FUN the Game of the Month !! plug for GOM 
anyways...
In the AAR's, the authors wrote that once they had established a starbase, they were able to then colonize out to further sectors !!
If I was reading that correctly... does this mean a starbase increases the range of ships?
Did I miss this in the manual ??
Can it be any type of starbase or it has to be on a resource?
How many sectors does it extend the range?
